I would suggest contacting a trial lawyer specializing in class action lawsuits involving corporate misdeeds, and get a list of interested investors as soon as possible. To be honest, I feel it will be difficult to get William on anything because he is good at hiding money and covering his tracks. However, if William really did tell a select few individuals what was going to happen in advance (whether it did or did not happen), then you have a solid case. The problem, of course, is that the people who attended these meetings and who were in on these private phone conferences would also be guilty.
Another approach is if anyone has proof Maestro was in fact William, then you have a clear cut case for stock manipulation.
The above can be acted on right away. There is no need to wait on anything or for anyone. However, the more investors one can sign on to a lawsuit the better ones chances are at getting good representation.
I certainly would not wait till August or November or sometime in 2014.
