It’s not a scam, just a failure. Not complicated at all. Simply, there isn’t a way to economically convert plastic to oil.
If that was the case, then of all people I’d think that THIS CEO would have shut ‘er down after the first year or two at the helm....

ESPECIALLY at oil prices at these levels. It would require tremendous government subsidy, which there is no appetite for right now. There are too many other viable alternatives, some subsidized and some not.
Years ago when I was asking those types of questions, the ACC was not looking to government subsidies as a foundation for the industry.
As to oil prices - I have never seen evidence supporting the claim of being able to produce a barrel of oil for $10, but this would be a great topic of discussion if shareholders ever get a chance to ask management questions in a venue where they would have to say something. At what price of crude does PTOI’s processor pencil out, if any?

Combine that with numerous plastic reuse initiatives and banning plastic in some uses, bags, straws and others, and you can see why this is nothing more than a failed business, not a scam.
There is still a large quantity of un-recyclable plastic waste to be dealt with, and organizations are continuing to look at pyrolysis:
