The American Chemistry Council and whomever is speaking on its behalf, don't have anything to lose by making that statement. However they're way off in left field.
There have been 25 years of plastic pyrolysis scams and honest failures just from what I've seen in my life time. They have probably gone on even longer than that. For the scams, Investors never know the real reason why they all fail because the excuses given by the scamsters are always unrelated to the 'technology' itself. Look at all the ones which have gone nowhere or failed just since PTOI started. All those on the list and more.
The fact is that there's a cost for procuring scrap plastic. It costs to collect waste plastic from consumers in recycling bins and it costs to separate waste plastic out of the waste stream. That cost is, pound for pound, on par or greater than the cost of diesel, plus that plastic scrap goes to recyclers. It's simply not worthwhile from an economic perspective nor an environmental perspective to pyrolyze plastic.
That guarantees that all plastic-to-oil operations will fail.
