I think the main purpose was to assure shareholders they are executing plan as outlined in previous pr even though there was nothing that moved the needle. The way I understood the message is:
1. Stand-alone private funding is not happening
2. Executing back-up plan of raising equity through Reg. A. The fact that they are just laying the ground work for this implies they were close to getting private funding and/or joint venture.
3. If all else fails, raise equity through long term debt/restricted securities that will result in further dilution.
