One of the things any company has to do is make sure SEC regulations are adhered to. And those that have signed a non disclosure agreement cannot disseminate any progress before the company announces it to everyone. If retail investors where to act on any information not yet released by the company it is considered insider trading, just ask Martha Stewart about that one.
One of the downfalls with the current system is that fund managers, their assistants and Investor Relations personnel may know of company business before the public does and if it is communicated can cause headaches even the downfall of a business.
Right now is a very sensitive time for this company, the potential investors may or may not be from this culture and may take their sweet time finalizing this transaction. It cannot be pushed and to find new investors and go through the entire due diligence process all over again would be time consuming.
