Rumor has it that the mini evac will commence Monday, August 11th....just word through the grapevine....

I doubt they'll announce Phase III. It's probably more likely we'll hear about it indirectly through the announcement of either mini evac being completed, or some other task I may not know about. I hope you're right, but for some reason, they're far more likely to announce the completion of a task, as opposed to its start.

Why do you believe they'll film the airplane flying around Manhattan (which I might be able to capture with a pair of binoculars from the Empire State Building, if I'm not at work) before proving flights? I remember hearing from soneone that the promotional flight could count toward proving flights, so it may all be part of Phase III, rather than individual things.

Don't forget, they also have tabletop exercises to complete, but they don't need the plane for this so ideally it'll be in parallel with your estimated promotional flight dates.
