Jason Novak said that once the concession is made (complete) the work can begin on the tigerlynk, but that doesn't mean that HIMR can't send underwater divers in the meantime to harvest wood while the tigerlynk is being made.   That is the impression I got from Mr. Novak when speaking to him.
