Dark matter is a repulsive force. The only way the hydrino would be a repulsive force would be if the energy is released. Mills uses an electrical voltage to "release" that "energy" with added hydrogen then the "energy" cycle is "self-perpetuating". If dark matter were hydrinos released from hydrogen and there was a self perpetuating cycle then the entire Universe would consist of energy.
