You're putting a lot of weight on the NYDEC air permit. The permit was to show that PTOI burning the pyrolysis off-gasses and releasing the exhaust into the air released an amount of pollution which the NYDEC deemed acceptable, nothing more.
A person would go through a inspection and permitting process if they decided to bake and sell their own patented habanero and onion pies. The industrial kitchen would be inspected by the health department and the person would receive a permit saying he could sell the pies...but that doesn't mean the habanero and onion pies will fly off the shelf. A permit isn't an endorsement.
Likewise with the landfills. PTOI uses recyclable plastic, which would be more green if it were instead recycled. The "non-recyclable" plastics which PTOI trumpeted haven't ever been acquired and PTOI hasn't even been able to give any example of such plastic.
