Try this scenario:
Institutions promised AGP that they would buy various numbers of VERB shares expecting that SC revenues would be part of the 1Q report. As the offering was delayed VERB was only able to officially post $9000. Ugh!
Many institutions still honored their commitment (perhaps with a last minute price adjustment) but do not want to show their investors this "underperforming" holding. Some institutions withdrew hence the $4m of shares available to SC principals.
So they are unloading....and can buy back later once the smoke clears and VERB products show signs of market acceptance.
Caveat: Unsure of reporting dates and requirements but I am quite sure that institutions do their best to obfuscate/hide seemingly poor decisions from their own investors.
