Something is clearly wrong in what was issued. It's issued today, but has a clause stating investors may bring issues up for consideration, but must be in the hands of the company secretary by February 19, 2019. I suspect they'll need to revise this as while that date may have been in the draft, investors need the ability to respond to the actual issue, not the draft.
