Nevermind, I found where the number is coming from.
I think that probably changed on 9/4, but wasn't updated on the security details of OTC profile.
There was an update that day that put the SS at this:
Outstanding Shares 538,629,319
Restricted 536,643,122
Unrestricted 1,986,197
The most recent filing seems to contradict these numbers slightly as well, so hopefully I get clarification from the company.
