Yes they do need to be run again and the proof is a lack of a sale 3.5 years later.
If you saw a Tesla run in 2013 and it sat in a window for sale for 3.5 years and never ran, never started, never charged the battery, old fuel is still in the tank.....would you buy it *as is* or take it for a test run again to make sure it works?
