On the other hand and regardless of natural resources;  if the GOB wants to delay or limit all oil exploration and production operations to give the illusion that quantities are less than otherwise;  then I'm sure that trick could or has been played.  It maybe the reason for TECO's delays in Belize without being able to come right out and say it.  TECO might have been able to drill SJ 1&2 and produce oil by June but what good would have come of it if the GOB refused TECO the ability to advertise or sell it.  That would have mean't  more operational expenses for nothing in return until the GOB changed it's mind.  Maybe now is the time?  Maybe the superbond news and the Belize media will start turning attention to "Belize oil paying the bills".
