If bondholders want to attach oil revenues to the loans then Belize better get to the business of pumping oil and appeasing the superbond folks with the thoughts of "lots of forthcoming oil" and hence a "Declaration of Commercial Oil Find" for TECO.  TECO's time is overdue on many fronts but being held hostage for political reasons is frustrating but necessary to put up with for future years of business to come.
