OK let's break this down a tad without too much digging - Just using OTC #'s

Market Value1 $26,310,708 a/o May 24, 2016
Authorized Shares 810,000,000 a/o Dec 31, 2015
Outstanding Shares 478,376,504 a/o Dec 31, 2015
-Restricted Not Available
-Unrestricted Not Available
Held at DTC Not Available
Float 288,169,140 a/o Nov 18, 2015
With the above #'s I understand why Jerry corrected me from the 478mm -- per above -they show float @ 288 mm and that # from last Nov - Jerry said right now it stands at 320mm -- These are the shares that qualify to be traded daily
The big part is that per OTC report they show "Not available" how many restricted or non-restricted - So the dif from that 478mm# and actual tradeable # 320mm
My guesstimate is the dif is tied to Jerry and mang shares that are held and can not be traded at this point
This is the beauty of us uplisting in a few weeks to the OTCQB board where we will become a full reporting co and more light will be shed upon these #'s
