This is just the notice of effectiveness for the S-1 filed on October 15. It covered (1) the shares of common that the 12% notes convert into, (2) certain warrants and (3) the shares paid to the seller of MSPrecise.

They couldn't be sold until the October 15 S-1 was declared effective. All of those shares are now registered and can be sold.
