Companies file notice of effectiveness (S-1) when they plan on doing IPO. Amarantus did this back in May in anticipation of IPO in conjunction with up listing to NASDAQ. We know that has not worked out. I am not sure Why they filled this again. Could be something good brewing.
On the other hand, the form S-1 filled on Oct 15 for the 9 mil shares referrenced the notice of effectiveness filled back in May.
