Magna was the only one who could sell prior to today. That is because the Series H were covered under the shelf registration (i.e., they were registered and freely tradeable).
Dominion got some 12% notes and couldn't sell until today ... when the October 15 S-1 was declared effective. Not sure if Dominion is friendly or not and if they will convert.
