I use Scottrade to buy and sell stocks. Their policy is firmly that under $5 is considered a 'penny stock'. All funds deposited into my account are restricted from trades to 'penny stocks' for 3 days. In addition, proceeds from the sale of a penny stock are restricted from withdrawal, or purchase of another stock for 3 days.
