I can confirm this statement. When I visited BLTA at Willow Run last summer, I passed several large buildings that were part of Kallita. Kallita Air itself has a fleet of about 20 aircraft at Willow Run. They do not fly to Oscoda for maintenance (maybe major).It only makes sense that they can do some maintenance in Willow Run.
Plus another reason N706BL was at Oscoda was for storage. All that is left basically, is mini evacuation test and simulated ditching test, proving flights. No need for storage.
