I don't know how to follow through to help.  I'm of the same feeling must be a loop hole.
The larger companies fall under different rules.

Also DUTV has not yet brought us the info we need. as of yet.
Over my head as always.

But so far my take away from everything I have read this morning is that each state has a different guide line to follow if the holding company is in there state and the entity or buisness is also.....Has much to do with Taxes,   I think.
