I rarely reply to these oblivious questions, but here it goes bud. While not defending TECO or its contracts, this is how it could all make sense. A company has a drilling subsidiary (Treaty Energy Drilling), the company itself does not have enough work (drilling projects) to keep its drilling subsidiary busy, so, the equipment and "crew" sit idle and generate no revenue/income. Then a light goes off in the Company’s head – someone thinks ‘hey, why don’t we use the subsidiary to drill for others with ongoing projects which would keep the equipment and crew busy, and generate more revenue/income for everyone’.
