I think that after Rod discovered that the permits were not "good for the life on the mine" as previously stated in several reports including one from 2009, and they could not simply be transferred to SIRG with a "Start-Up Notice" he had to scramble. Thus the LOI that he had announced became a problem and then more permit delays surfaced as BLM did not accept the MOP as submitted and asked for additional and more information. The revised MOP was submitted in Feb by Rizzo.
I think Rod has been blindsided by the permits but has continued to move forward with the launch of the new website in June, signing the Desert Construction contract and holding the Chloride town hall meeting.
Had BLM accepted the MOP as originally submitted I think the funds would have been released and the LOI would have been completed. Then BLM asked for the DEIS which is a Draft Environmental Impact Study and if that is accepted then an EIS is filed.
There is a national database to track an EIS.

So all that happened in July that can be confirmed is the hiring of Marcum as their new accounting firm. Now all we can do is wait for government agencies to approve documents.
