Treaty continues as of this day. 1st it was May 1, Than June, now they convene in July. Maybe next it could be 2016 ??

Is this FACT , or OPINION ????? Just like the TEXAS issue. With out something substantial it's just opinion. Dies not matter how people see it. It's what is on an agreement, which according to you, Treaty does not file so therefore one has not been seen. It is said above that you only trust something in writing from Treaty.
