If that quote from Comptroller Bill Henry exists, it needs to be tied to a specific meeting date, agenda item, transcript, or video timestamp. Dropping it without a source and then telling people to “connect the dots” is not verification.
More importantly, the statement itself is being stretched beyond what it actually says. Saying a city should not renew contracts when it cannot verify audits or fund usage is a general governance principle. It does not automatically name Univec, UNVC, or any specific for-profit company unless they are explicitly identified in the record.
The leap to “primary officers also running a for-profit company not in good standing” is where this turns into implication by omission. If a for-profit entity is not in good standing with the State of Maryland, that is a public record and can be named directly. If it’s relevant, show the filing. If it’s not named, then this is conjecture.
Asking people to check how many nonprofits are being investigated with similar officer overlap proves the opposite point being made. Overlap between nonprofit leadership and for-profit entities is common in healthcare, social services, and contracting. It is not illegal, it is not hidden, and it is not evidence of wrongdoing by itself.
Once again, nothing posted here names Univec, UNVC, or Dr. Dalton as being out of good standing, under enforcement, or barred from contracting. What’s being presented are broad policy statements and then an invitation for readers to insert their own conclusions.
If there is an actual document, agenda item, state filing, or enforcement action that explicitly names an entity, post it. Otherwise this is speculation framed as inevitability, and that’s not DD.
