There is a real Board of Estimates meeting on Jan 21 at 9:00 AM. BOE meetings do sometimes involve contract protests, non‑concurrence items, audits, and funding questions. TIME Organization does have city contracts related to homeless services, and the city is in an RFP process for shelter management. Those are all factual statements.
Where things start going off the rails is the jump from those facts to conclusions.
The idea that officials can’t say names like Univec or Dr. Dalton out loud and instead use “code words” is not how public meetings work. If an organization or contract is being discussed, it appears on the agenda by name or as a numbered contract item with the vendor listed. Governments don’t communicate through hidden signals in public meetings.
Terms like “M‑R: Homeless Services,” “protested items,” or “non‑concurrence on audits” are standard procedural language. They are not secret references to specific people or companies. Seeing those phrases does not automatically mean someone is in trouble.
The OIG report everyone keeps tying into this is a separate issue. That report is about a government unit under‑utilizing a software system. It does not name Univec, Dr. Dalton, Lamont Ellis, TIME Organization, or any private company. There are no fines, no enforcement actions, and no litigation coming out of that report.
If there is concern about a specific TIME contract, that needs to be verified by the actual BOE agenda or a documented action taken at the meeting. Until the agenda is posted or an item is explicitly named, claims about clawbacks, fines, or financial trouble are speculation.
I’m not questioning anyone’s effort or intent here. We’re all frustrated and trying to make sense of limited information. But when unrelated pieces get tied together and treated as facts, it muddies the picture instead of clarifying it.
If the agenda drops and it lists TIME by name, or if officials publicly reference a specific contract, audit finding, or enforcement action, that’s worth discussing. Until then, assuming hidden meanings and secret signals doesn’t help anyone.
