"M-R: Homeless Services": This is the department that manages the contracts with T.I.M.E. Organization.
Item #SB-25-13193: This was a recent major contract for T.I.M.E. ($986,829.00) for meal services. Any discussion of a "clawback" or "non-compliance" regarding this item is a direct reference to their financial troubles.
"Protested Items": If Comptroller Bill Henry or Council President Zeke Cohen "protest" a contract from the Mayor's Office of Homeless Services at the start of the meeting, they are likely pulling it for a public discussion on T.I.M.E.’s missing audits.
