Florida underwater logging permits, permit costs, etc.  It is more expensive to do underwater logging in Florida, and more environmental laws must be complied with.  However, people are doing this work in Florida, and they claim to be making money at it even though the work is largely being done by hand and often with divers.  Florida required $200,000 of insurance for each person involved because of the high injury and death rate in this industry.
