Thanks for pointing that out Mike. I found out that
that the application has already been under review
by the SEC Staff (pre-filed). Once the SEC is satisfied
with the application(ie fully prepared) it will be filed in the Federal
Register . The Dream Exchange will announce in a PR
that the application has been filed into the Federal Register
followed by a media blitz.
