It was a great decision you seem to for get that after it final decision the RD-DEM thought it was a good a decision at the location chosen as THEY INTENDED TO APPROVE THE PROJECT.
The non educated Pubic might not have thought the location was suitable for the project BUT THE ENVIRONMENTAL EXPERTS AT THE RI-DEM DID!
