They register shares that were sold so that those shares can be freely traded by the owners. If shares were not sold, that were previously registered, then they just need to be deregistered. Nothing more nothing less. Simple house cleaning.
As others have stated, this has no impact on authorized shares or shares outstanding.
If I had to guess, I would guess that a few share purchases to accredited investors fell through. Or there was an error with the paperwork of the original registration (s).
All in all, a nothing burger.
