Amendments to the Exchange Act Rule 15c2-11 were introduced in September 2021. The rule was designed to protect retail investors by preventing brokers from publishing quotations for securities of companies who are delinquent in reporting. This rule primarily impacts securities on the U.S. Over The Counter (OTC) Expert and Grey Markets.
Since September 2021, all buy orders were restricted on impacted U.S. OTC securities, while closing transactions (i.e., limit sell orders) were still being accepted.
On Wednesday, November 23, 2022, this rule will come into full effect. This means all BUYs and SELLs for securities listed in the U.S. Expert and Grey OTC Markets will be rejected and all open Good Til Date (GTD) orders will be cancelled. All closing transactions will no longer be permitted.

Please review your related holdings. If you have securities in the U.S. Expert and Grey OTC Markets and you wish to liquidate your positions, you must do so before market close on Tuesday, November 22, 2022; you'll be unable to liquidate your securities after market close on Tuesday, November 22.The full list of impacted securities can be found by visiting the OTC market webpage and selecting "Expert Market" and "Grey Market" in the dropdown menu near the top left of the page.
