Are Indonesian-made solar cells also USA made?

Foreign solar parts built into supposed "USA made" solar panels? Has this been an issue when looking at the Clean Energy Act requirements?

Food for thought. It's probably not an issue with certain solar cells and modules assembled or completed in Indonesia/Asia.
