There is no overarching conspiracy at the FDA to hinder certain companies. If Cytodyn thinks it's being treated unfairly it can run it higher up the ladder above whomever is making the decision. If that doesn't help there are other options like going public, going to politicians, investigating individuals at the FDA, filing lawsuits. But it shouldn't have to go that far. In a bureaucracy the first rule is to cover your ass. Which means if Cytodyn has good data you overrule your inferiors to your fiefdom doesn't come tumbling down.
