Wilson Carrol Research is the medical entity behind Wilcarr Ventures. It was "founded" by Chandler Wilson Carroll. But it is most likely controlled by her uncle Kyle R. Wilson who is a major lawyer in Arkansas as he seems to be the one who does the paperwork and is the old pro.
Reach back many years and you will recall there was possible gov/army money for ESS. Indeed, this is a shrewd crew. Government money has favorites, and for the the U.S. General Services Administration (GSA) to make an award, as they would for the Army money it helps to have the following qualifiers: 27 - Self Certified Small Disadvantaged Business; 8W - Woman Owned Small Business; A2 - Woman Owned Business; LJ - Limited Liability Company
Why does this matter for us. Because this deal pays off more for us the more money ESS gets and the more likely it is to succeed.
More detail. The business in texas has a owner mailing address just outside of Fort Leonard Wood, MO where I'm guessing porgram manager Ryan Carroll lives. The business location is right outside of Ft. Hood in Texas. Ft. Hood is the center of Army Burn Care research.
