It appears the timing of the announcement was impacted by the timeline Toddos has to interact with FDA and the desire for value increasing events to minimize RS ratio in order to uplist. So, it's either announce now and let the stock price drift down until FDA news, or plan for the two events to coincide within short period from each other.
