I don't believe any culture has ever stopped a pan

I don't believe any culture has ever stopped a pandemic. We have almost eradicated some diseases like small pox, but even that disease is just a lab accident away. A pandemic that burns out or subsides for lack of fuel has not been stopped and it will re-emerge when conditions are ripe.
