Disinhibition - erroneously thinking one doesn't need to be concerned about a disease. Can be due to vaccination, development of treatments that manage but not cure the disease (HIV), belief in quackery / unfounded / unproven / naturopathic "cures"... End result is the same: spread intensifies.
ADE is well established and was a huge concern for attempts at a SARS1 vaccine. Dr. Malone is extremely (possibly overly) concerned this may be a factor with SARS2.. he's been looking for signs of it for almost a year now.

Given this, not only is it nowhere near unusual, it's been a hallmark of previous vaccine efforts for SARS.
