If 2019 still needs to be updated to add Richard Blickstein to section 4B it would have to be an intentional delay. There is no way I can comprehend how OTC would only look at 2020 and Q1 and send an email of updates needed for those two. Then after those get fixed only look at Q2 and send another email for update needed. And after that gets fixed finally look at the 2019 report and email another letter. - Virtually Impossible IMHO!
