I've always believed any CEO could put our a PR at any time except for official "quiet" periods and I think with Dr. Dalton, he is well aware of this and we have heard from him that he would rather disseminate PRs after being Pink Current. That is when I'm expecting the PR floodgates to open up... if he let's us know that he now wants to do it after a name change, so be it.
