Restricted: 40,101,702 [down 25M in last 41 days to August 6 - back to figure it was 104 days ago prior to that - no change in last 38 days]

Unrestricted: 707,741,549 [up 201M in 104 days to August 6 - no change to August 30 - then up 43.5M on August 31 - then no change in last 13 days]

Note 1: It is only the Unrestricted O/S count that is relevant to immediate trading.

Note 2: Low Unrestricted Outstanding Shares count of only 707M - hence why it so thin to the upside for a stock in the .0110 > .15 price range.

Note 3: The Unrestricted Outstanding Shares count increased by 150M during the period March 1 - April 11 and then only 27M in the next 13 days. However, the dilution was not that significant to repeat top traders of $PSRU since 805M shares were traded during the same period - including over 322M on the big surge day [March 29] .0135 > .0298 - 120%.

Note 4: The Unrestricted Outstanding Shares count increased by 121M in the next 63 days to June 26. 210M shares were traded during the same period.

Note 5: The Unrestricted Outstanding Shares count increased by 201M in the next 41 days to August 6 [including 25M that became de-Restricted]. 273M shares were traded during this period.

Note 6: There was no change to the Unrestricted Outstanding Shares count August 6 to August 30.

Note 7: The Unrestricted Outstanding Shares count increased by 43.5M on August 31 - the first increase in 25 days. This increase was not significant to the top traders of $PSRU as 538M shares were traded during the same period including over 320M on the big surge day [August 31] .0038 (available August 30) > .0079 - 108%.

Note 8: There has been no increase to the Unrestricted Shares count in September. Ran from .0033 > .0123 on September 14 - 272%.

Note 9: 1.157 Billion traded on September 14 - 1.65 x the Unrestricted Outstanding shares - with many shares changing hands from legacy debt holders to what looked like pre-arranged institutional level buyers up to $60K per transaction.

Note 10: The company will be using the non-dilutive EB-5 Immigrant Investor Program to raise $50M rapidly for its current projects and intends to become a USCIS Regional Center to set up further EB-5 schemes for any future acquisitions.
