Got a similar message - while I was at a meeting at 5:41 tonight, TD Ameritrade emailed me to check my account(s) for a message(s) ... so I just checked to find the following:
Of course I will NOT LIQUIDATE my UNVC shares because I believe Dr. Dalton will get this ticker CURRENT any day and at least now I know it's likely to happen by August 13th (possibly before like any day this month) since brokerages have apparently put out this kind of letter to only allow liquidation after the 13th.
Above it states:
So makes me suspect this "third party resources" (as I bolded above in their letter) is actually the SEC.

Transfer your positions to another financial institution. Other U.S. financial institutions are also impacted by this amendment so you may have difficulty transferring them out of TD Ameritrade. If you are interested in transferring the assets, please submit any outgoing transfers requests to us. (These transactions may incur fees or commissions, depending on the asset type.)
