It is not a PR. The media reports on court cases and decisions. I doubt QMC would PR they won the case because they did not have to give up 125 million shares and only paid added interest on the loans and attorneys fees in the judgement. They minimized the damage, which is next best to winning.
I think the suspension is more due to the very delinquent reporting and prior notice and I bet it's all hands on deck to get an audited S-1 out and get current in the next 10 days.
