Due to the extreme lack of communication from Nader and CYDY about Covid19 over the last week and a half, I would say that the FDA and CYDY have been in negotiation about a path forward. Nader has been shown that path and has been urged to keep quiet during said negotiations. So yes, Nader did not do this on his own.
