A sales and marketing team for the initial approval would mean either stock dilution or a large debt overhang well before any actual approval. Failure to achieve that approval (HIV) in a timely manner could be even more costly. At least with American Regent we can walk away after 3 years. After approval going forward with other indications the revenue will be there to put together a team.
