Because they need to advertise it for it to work - if they want it to really work. This is a basic premise. They can’t expect the distributor or channel partner who is netting 15% on the deal to fund advertising on a large scale before even knowing if it will work. And even if it did, then the partner’s net income is 15% less the cost of heavy advertising and other expenses. This is Accounting 101.
