Something is not right here. Writing 200,000 page

Something is not right here. Writing 200,000 pages would be a mamoth project, but perhaps much of that is available in template form, sort of standard text(?). BUT...... who is going to read 200,000 pages and have a decision in 14 days? That's over 14,000 pages per day. I've heard of speedreading, but this is ridiculous.
