The international sharing of data that the FDA is privy to is usually covered/protected under some sort of Confidentiality/NDA/Cooperative Agreement between the national regulatory agencies. After looking at what's published on the FDA website for Mexico and the Philippines....there's not much published along formal agreement lines between the FDA and those two nations when it comes to drug information.

There is one between the US and Canada/Mexico that covers "Cooperation in the Scientific and Regulatory Fields of Health" that looks pretty broad which would allow confidential data exchange.
And the only formal agreement the FDA has published in regards to the Philippines concerns food.

In fact, exchanging information with Mexico might be easier if it were discussing cantaloupe - there are multiple ones for that purpose.
