I don’t believe that Cydy can submit the unblinded data independently to a foreign government while not seeing the data. The likelihood of the data leaking multiplies under that scenario. However as alluded in the PR, Cydy is consulting with foreign governments on paths to approval. Cydy may be negotiating with other governments using the full DSMC report and the eINDs results as being sufficient to awarding a path to approval. Governments outside of the U.K. and the EU may realize that their access to the best therapeutics means making contracts early. I can imagine a government like the Philippines, hearing the DSMC readout, negotiating for a guaranteed xx thousand doses at a price discount to be the first to grant approval of Leronlimab!
